Practical Cases in Introducing Local Regulations on Providing Workers with PPE

7.10.2026 10:00–11:30
Sirius University of Science and Technology, conference hall 1
To protect their employees’ health, organizations must provide them with personal protective equipment and cleansing agents in accordance with the local regulations they have drawn up. How has the approach to provision changed at enterprises in light of the results of the special assessment of working conditions and the move to the Unified Standard Norms for issuing PPE? What should suppliers and manufacturers bear in mind when these local regulations are introduced? What pitfalls can arise in drawing up issuing norms? Whose example is worth following in recording, issuing, and monitoring the use of PPE?

Practice and Prospects in Applying the Methodology for Identifying Groups at Risk of Occupational Disease on the Basis of Periodic Medical Examination Results

7.10.2026 10:00–11:30
Sirius University of Science and Technology, the roundtable 5.6
Methodological Recommendations on Forming Risk Groups for the Development of Occupational Diseases on the Basis of the Results of Preliminary and Periodic Medical Examinations make it possible to assess the health risk for workers, drawing on the concept of multifactorial analysis. Underlying them is the principle of assigning a worker to one of 5 risk groups according to 8 criteria. Which indicators prove to be decisive in distributing workers across risk levels, and how sensitive is the final assessment to changes in the initial data? Where do the main difficulties arise in applying a comprehensive risk assessment?

Current Issues in PPE Conformity Assessment: Interdepartmental and International Cooperation on Harmonizing Approaches

7.10.2026 12:15–13:45
Sirius University of Science and Technology, conference hall 5.6
“Best quality guaranteed!” say manufacturers of personal protective equipment. Yet instead of a guarantee, customers often encounter counterfeit and substandard products on the PPE market. Conformity documents are essential for ensuring the safety of workers and an important tool in the fight against counterfeiting. What conformity assessment requirements apply today, and at what stage of verifying certificates and declarations are falsified documents most often uncovered? What consequences do employers, suppliers, certification bodies and testing laboratories face if conformity documents are annulled? Developing the testing infrastructure, harmonizing requirements, and promoting cooperation across departments and borders to standardize approaches are key elements of a transparent PPE quality control system.

A Comprehensive Approach to Managing Employee Health: Special Assessment of Working Conditions, Industrial Monitoring, Medical Examinations, the Environment, and the Psycho-Emotional Setting

7.10.2026 12:15–13:45
Sirius University of Science and Technology, Winter conference hall
Historically, occupational safety was aimed at the reactive protection of the individual from obvious harmful and hazardous factors. However, in the context of a growing shortage of personnel, demographic decline and high work intensity, the traditional approach is ceasing to work. The main problem of modern business is the critical fragmentation of data and processes. The Special Assessment of Working Conditions, production control and periodic medical examinations exist in isolation from one another. The employer is drowning in endless reports and inspections, yet does not always have a single picture of risks. The cost of such fragmentation is colossal: enormous labour losses, sick leave payments and annual damage to the economy from chronic diseases. Business needs a transition from fragmented control to an integrated production environment, where human health is regarded as a key strategic asset.

A New Paradigm of Employee Health: From Treatment to Prevention

7.10.2026 12:15–13:45
Sirius University of Science and Technology, conference hall 2
In partnership with Association of Medical Specialists on Risk Modification

Preserving the health of the working population is today among the priority tasks of the State. It is a fundamental condition for the socio-economic well-being of the country and for maintaining its labour potential. At the same time, serious challenges remain: population ageing, low adherence to health-preserving practices and a rise in chronic non-communicable diseases, which directly affect healthy life expectancy and the quality of labour resources. In this connection, particular importance attaches to the timely undergoing of dispensarisation and preventive medical examinations, and, for the employed population, of preliminary and periodic medical examinations aimed at the early detection of occupational diseases and the prevention of chronic pathologies. These measures create the basis for a strategic transition from a reactive healthcare model focused on treating diseases that have already arisen and their complications to a predictive paradigm involving flexible management of risk factors at the stage of their formation, when intervention is most effective. A pragmatic approach based on the modification of behavioural and occupational risks can become the foundation of the nation's health preservation. It makes it possible to shift the emphasis from eliminating consequences to preventing causes, which in the long term creates the conditions for sustainable growth of human capital. How can national projects be integrated into the corporate agenda? Which model solutions in the field of workplace prevention have already been tested in Russian companies and demonstrate sustained effectiveness? What solutions can be offered to small and medium-sized businesses? By what criteria and indicators is the real economic and social return on the implementation of corporate health-preserving programmes measured? How can soft regulation and the modification of behavioural risks help business preserve the health of employees?

In a workplace where risks are particularly high, it is critically important whether a person who knows how to act in an emergency will be nearby at the right moment. Assistance is effective during the first, ‘golden’ hour; consequently, the ability of every person to provide first aid to a casualty before the arrival of rescue services can play a decisive role in saving a life. What does the organisational and legal framework for providing first aid at an enterprise include?
