He assumed office in October 2016. Mr. Likhachev has since been responsible for overseeing the entire spectrum of the state corporation’s activities.

Before joining ROSATOM, Mr. Likhachev worked in the Ministry of Economic Development of Russia, where he held a wide variety of leadership positions. He joined the ministry in 2007. He worked as an advisor to the Minister of Economic Development until 2008, in 2010 he was appointed Deputy Minister, and in February 2015 he was promoted to the position of First Deputy Minister of Economic Development.

Throughout his career, Mr. Likhachev held senior positions in other governmental bodies and public organizations as well. He was a member of the State Duma (the lower house of Russia’s parliamentary body), serving as Deputy Chairman of the Committee for Economic Policy, Entrepreneurship and Tourism (2000-2007). Previously, he worked as managing director of Social Industrial Insurance Company ‘Aval’ in Nizhniy Novgorod (1992-2000). 

Mr. Likhachev graduated from Gorky State University and started his career as an engineer in the Gorky Research Institute of Instrumentation (1985-1987). In 1998 he graduated from the Economic Faculty of Nizhniy Novgorod State University with a Ph.D. in economics.

The Caspian Pipeline Consortium pipeline system is one of the largest investment projects with foreign capital in the energy sector in Russia and Kazakhstan. CPC was established to transport crude oil from Western Kazakhstan and Russian fields, including those in the Caspian Region. The length of the crude pipeline system, which has 15 pump stations and the Marine Terminal near Novorossiysk is over 1,511 km. The volume of “black gold” delivered to the world markets from 2001 to 2022 exceeded 800 M tons of oil. Throughput capacity of the CPC system is approximately 82 million tons of oil per year.

A graduate of Sechenov First Moscow State Medical University with a specialization in General Medicine, Ms. Zhidkova began her career in 2011 at the Morozov Children’s City Clinical Hospital in Moscow, where for over five years she headed up the consultative and diagnostics centres and ran outpatient services.

In 2011, she completed her residency at the Department of Economics and Management at Sechenov First Moscow State Medical University.

In 2010, she completed a course in marketing at Moscow State University of Economics, Statistics and Informatics.

Ms. Zhidkova holds an MBA in Entrepreneurship and Management from the Russian Presidential Academy of National Economy and Public Administration.

In 2019, she earned a Master’s from the Russian Presidential Academy of National Economy and Public Administration.

In 2020, she completed the Executive Master of Public Management (EMPM) talent pool development program.

Ms. Zhidkova carries out extensive research and teaching work. She is a lecturer at the UNESCO Chair “Healthy Lifestyle is the Key to Successful Development” at Y.I. Yevdokimov Moscow State University of Medicine and Dentistry.

Ms. Zhidkova holds a Ph.D. in Medicine, and has published numerous articles, papers and research and methodological works. She is a member of the Board of the Russian Union of Industrialists and Entrepreneurs (RSPP), and Deputy Chair of the RSPP Commission on Healthcare.

She is also a member of the Regional Health Council of the Federation Council of the Russian Federation.

Elena Zhidkova is a recipient of the Order “For Merit to the Fatherland,” II Class, awarded by decree of President of the Russian Federation Vladimir Putin.

On March 4, 2022, Ms. Zhidkova was named the winner of the “Ambassador of Corporate Health” award at the All-Russian Women for Health awards.

In December 2022, she received a letter of thanks from the Head of Military Clinical Hospital No. 1586 of the Ministry of Defence of the Russian Federation, Colonel of the Medical Service Pyotr Konovalov, for her contribution to the organization and running of donor campaigns for employees of Russian Railways and her volunteer work with Russian military personnel.

On December 19, 2022, Ms. Zhidkova received a letter of thanks from the Head of the P.V. Mandryk Central Military Clinical Hospital of the Ministry of Defence of the Russian Federation, Major General of the Medical Service Dr. Pavel Kraynikov, for her humanitarian work.

Today, RZD-Medicine is successfully carrying out its tasks. We have managed to preserve industrial medicine within the Company’s contour, which is represented by a wide range of mandatory medical examinations and other equally important areas, such as shop-floor medical service, dispensary and immunoprophylaxis.

Taking into account the production specifics of our key partners, we establish cooperation both on the territory of healthcare institutions of the RZD-Medicine network and on the customer’s territory, including the use of mobile medical complexes (MMCs), “doctor offices” and other medical cluster concepts. Thanks to the availability of mobile medical complexes, we cover the needs of customers in remote locations away from major cities, providing timely organization and provision of medical services. The request for mobile medical suites is quite high from manufacturing and industrial companies with significant federal coverage. In order to provide quality medical care, we organize MMC visits within 700 km from the base locations. Our clients receive timely and prompt diagnostics of their employees’ health status even in communities where there are no health centers or outpatient care.

In order to develop and improve occupational medicine, over the past few years, centers for occupational pathology and occupational fitness expertise have been established at medical institutions of the RZD-Medicine network, where in-depth medical examinations are conducted. The centers are coordinators in the field of mandatory medical examinations in their regions. The Centers’ activities are aimed at prolonging the professional longevity of employees, prevention and early detection of occupationally and industrially caused diseases.

Developing relationships with new, market-oriented clients, we offer cooperation in any format convenient for the customers.

Born in Moscow in 1969 in the family of a doctor of chemical sciences, a specialist in the field of photochemistry and biophysics Gennady Komissarov.

After graduation, he entered the full-time department of the Moscow Automobile and Road Institute at the Faculty of Road Transport. He studied in the specialty "engineer in car maintenance and repair."

In 1991, he founded his first business, which grew into a company that still exists today.

In addition to basic education, in 2003 he received an MBA degree from the RANEPA.

For about three years he was engaged in venture financing, founded the InCube business incubator at RANEPA, which in 2010 topped the list of the five strongest business incubators according to Forbes. Then he became the winner of the Russian stage of the international competition "Entrepreneur of the Year" by Ernst & Young in the nomination "Industrial Production."

From 2011 to 2015, he served as Minister of the Government of Moscow, adviser to the Mayor, head of the Department of Science, Industrial Policy and Entrepreneurship of the city of Moscow.

In 2015, he was appointed director of the newly created Industrial Development Fund. Under his leadership, the FRP became one of the leading development institutions in Russia.

Since 2017, he served as Vice-Rector - Director of the Higher School of Public Administration of the RANEPA.

Natalia Zolotareva, member of the Public Chamber of the Russian Federation, PhD in Pedagogy, Associate Professor, Honored Worker of Higher Education, carries out the duties of the Rector of the Institute.

The Institute elaborates directions and implements state policy measures in the system of Technical and vocational education and training (TVET) and vocational training, promotes the popularization of professions and enhances the prestige of vocational education, promotes professional development and professional retraining of pedagogical staff of the TVET system and specialists of enterprises of the real economy, organizes professional development programs for regional management teams, teachers and masters of vocational training, provides expert and methodological support for the renewal of the content of TVET and its material and technical base, including the development and updating of TVET Federal Educational Standard, coordinates the activities of base vocational educational organizations (BVEO) and resource training and methodological centers (RTMCs).

One of the major and socially important areas of the Institute's work is formation of an inclusive educational environment in TVET. The Federal Methodological Centre for Inclusive Education (FMCIE) of the Institute provides organizational and methodological support for activities to support implementation of educational programs for people with disabilities, and complex organizational, methodological and expert-consulting support for the activities of BVEOs and RTMCs. The Abilympics professional skills Championships for persons with special needs and persons with disabilities, organized by the Abilympics National Center, also contribute to achieving these goals.

The Ministry of Education of the Russian Federation has appointed the Institute as the federal operator of a number of projects under the national project "Education". These include the Federal projects "Professionalitet" and "Ambassadors of Professionalitet", "Demonstration Exam", "Employment Promotion", the project of professional orientation "Show of Professions", "Digital Synchronization Map", "Training of Personnel for Creative Industries in TVET System on the Basis of Creative Industries College Models", "State Support of Educational Lending in TVET".

As a federal operator, the Institute implements strategic initiatives aimed at creating conditions and training qualified personnel in TVET system to meet the demands of modern economy. The Institute is working on the creation of Centers for Advanced Training of TVET personnel "Federal Technoparks of Vocational Education" in Kaluga and Nizhny Novgorod within the framework of the Federal project "Professionalitet". Besides, colleges of creative industries and Centers for advanced vocational training have been opened.

To enhance prestige of pedagogical professions and develop human resource potential of TVET system, the Institute organizes All-Russian competitions: the All-Russian Professional Skills Championship Movement (High Technologies Championship, Professional Skills Championship «Professionals»), competitions aimed at demonstrating professional skills in the most in demand and promising competencies in the regions of Russia, "Master of the Year" competition - among master of vocational training of TVET organizations in Russia.

The Institute pays particular attention to international cooperation, which is aimed at establishing and developing partnerships with friendly countries in order to develop and implement joint educational projects and programs, international promotion of Russian TVET and export of educational services, as well as to improve the domestic TVET system based on the best international practices and innovative solutions.
