Historically, occupational safety was aimed at the reactive protection of the individual from obvious harmful and hazardous factors. However, in the context of a growing shortage of personnel, demographic decline and high work intensity, the traditional approach is ceasing to work. The main problem of modern business is the critical fragmentation of data and processes. The Special Assessment of Working Conditions, production control and periodic medical examinations exist in isolation from one another. The employer is drowning in endless reports and inspections, yet does not always have a single picture of risks. Preserving the health of the working population is today among the priority tasks of the State. It is a fundamental condition for the socio-economic well-being of the country and for maintaining its labour potential. At the same time, serious challenges remain: population ageing, low adherence to health-preserving practices and a rise in chronic non-communicable diseases, which directly affect healthy life expectancy and the quality of labour resources. In this connection, particular importance attaches to the timely undergoing of dispensarisation and preventive medical examinations, and, for the employed population, of preliminary and periodic medical examinations aimed at the early detection of occupational diseases and the prevention of chronic pathologies. These measures create the basis for a strategic transition from a reactive healthcare model focused on treating diseases that have already arisen and their complications to a predictive paradigm involving flexible management of risk factors at the stage of their formation, when intervention is most effective. A pragmatic approach based on the modification of behavioural and occupational risks can become the foundation of the nation's health preservation. It makes it possible to shift the emphasis from eliminating consequences to preventing causes, which in the long term creates the conditions for sustainable growth of human capital. How can national projects be integrated into the corporate agenda? Which model solutions in the field of workplace prevention have already been tested in Russian companies and demonstrate sustained effectiveness? What solutions can be offered to small and medium-sized businesses? By what criteria and indicators is the real economic and social return on the implementation of corporate health-preserving programmes measured? How can soft regulation and the modification of behavioural risks help business preserve the health of employees?

The career centre is increasingly less an employment service in the traditional sense but rather an infrastructure through which a region can identify, forecast, and redistribute its labour potential in line with the needs of the economy. Employer surveys, targeted guidance, and routing form a single system running from recording future demand to training professionals for the needs of particular industries and enterprises. This model also changes the roles of those involved: employers become both a source of data and the customers for talent, education becomes part of the staffing loop, and the potential of young people is considered in terms of a territory’s long-term development. How can the focus shift from filling shortages that have already arisen to preventing them? Which functions of a career centre allow it to influence not only employment but the structure of a region’s workforce potential? How should the role of a career centre be shared between employers, the education system, and the authorities? And what changes in this system if young people are seen not as the end recipients of services but as the key resource of the future economy?

Robotisation and automation are gradually changing approaches to ensuring safety in the electric power industry: computer vision, unmanned systems, intelligent monitoring, predictive analytics and digital control systems make it possible to identify hazardous situations earlier and to reduce the presence of workers in high-risk zones. Central to the discussion are the practical capabilities of these technologies: where they are already able to replace humans in inspecting power transmission lines and substations, monitoring hazardous zones and detecting violations, and where professional experience and human oversight are still necessary. The safety of an enterprise can be assessed at three levels: compliance with mandatory requirements, the actual condition of facilities and processes, and the behaviour of people in the absence of control. Audit tools are being updated faster than the assessment itself is changing: big data, artificial intelligence, certification, behavioural walkarounds and safety culture diagnostics expand the possibilities of verification, but do not remove the question of trust in its result. A separate challenge is how to involve company management in this frame of reference: which safety indicators top management sees and how they relate to the real state of affairs at the sites. The experience of industrial companies and certification bodies shows which techniques sustain the reliability of assessment and how new tools are changing the requirements for the auditor's professional judgement.

In 2026, inspections of compliance with occupational safety requirements increasingly demand not only knowledge of regulatory requirements but also a clear understanding of the personal liability of the manager and the occupational safety specialist. Where does the boundary of liability lie between the employer, the head of a department and the occupational safety specialist? Which documents and factual circumstances become key during inspections by the State Labour Inspectorate and the Prosecutor's Office? In which cases can a violation of occupational safety requirements entail administrative, material or criminal liability? Particular attention is paid to practical situations arising during inspections: how the work of the occupational safety service is assessed, what happens when inconsistencies are identified in documentation and the organisation of training, when the formal presence of documents does not protect against liability, and which mistakes by managers and specialists most often become grounds for claims by supervisory authorities. A separate question is how to build an internal control system in order to identify violations in a timely manner and reduce legal risks before inspectors arrive.

Strategies have evolved from technical and organizational measures – engineering solutions, standards, monitoring – towards behavioural ones, where the focus falls on engaging staff, the role of managers, and instilling conscious, safe behaviour. A successful strategy demands a systematic approach: integrating every area of safety (industrial, fire, transport, and medical), auditing regularly, and adapting corporate standards to the particular character of the enterprise. Many companies make the mistake of placing responsibility for the safety culture solely on the HSE function, when the initiative should come from the person at the top. An HSE strategy is a living organism and adapts to any change. Its success depends on three conditions: available resources, an objective assessment of the system’s maturity with external auditors involved, and a readiness to abandon solutions that do not work. Only a combination of these makes it possible to move from zero injuries as a target to an environment in which injuries do not occur by definition.

The Chernobyl Nuclear Power Plant was the flagship of Soviet power engineering, and Pripyat was hailed as a city of the future. On the night of 26 April 1986, a fatal chain of errors led to a disaster that permanently transformed the global nuclear industry. The tragedy compelled a comprehensive reassessment of technologies, protection systems, personnel training, and emergency response plans. Yet the principal lesson was the shift from a set of technical barriers to a genuine safety culture, founded on personal responsibility. This is a principle in which even the slightest doubt is grounds for halting a process, and no violation can be left unaddressed. What did those who lived through Chernobyl witness, and what did they learn? And how have the lessons of Chernobyl become the foundation of the rules by which the entire nuclear power sector lives and operates today?

Raising occupational safety to the level of a strategic business priority runs up against one principal barrier: the insufficient involvement of the person at the top. In most companies, safety is delegated to dedicated departments, whereas genuinely reducing risk requires direct intervention by the CEO. The shift happens only when the leader personally conveys the value of employees’ lives and health through everyday operational decisions. Digital technologies are transforming occupational safety, taking it beyond formal briefings and incident response. Computer vision monitors compliance with safety standards, wearable devices and IoT sensors collect data on the environment and on employees' condition, and big data analysis identifies hidden risks that are invisible under conventional control. NLP algorithms turn text reports into a source of information about potential threats. These technologies record violations, analyse context, recognise hazardous situations and predict risks, shifting the very focus: from detecting a person without a hard hat to analysing their behaviour in a hazardous zone, from stating overheating to an anticipatory signal of a possible risk. In this way, technologies become part of day-to-day safety management.

The finale of a computer game is a boss battle. The finale of a job selection process is an interview. And here, as in a virtual battle, thoughtlessly pressing every button in a row will lead to failure. Victory goes to the one who understands the rules and follows the right tactics. This is felt especially acutely by graduates taking their first steps in the profession without experience behind them. Today's employer is not satisfied with merely confirming knowledge of regulatory requirements. Far more important is to understand how a candidate thinks, makes decisions, acts in non-standard situations and interacts with people. How can one show one's strengths if there is no substantial professional experience yet? How can study projects and internships be turned into convincing arguments in one's favour? This is particularly important for the transport industry, where the cost of an error can lead to a catastrophe. Neurophysiological research makes it possible to see what is not always visible to the naked eye: how a person's state changes at varying work intensity, where the boundary of optimal workload lies and when the risk of cognitive exhaustion arises. Today, the development of neurotechnologies and artificial intelligence opens up the possibility of using these data for more precise management of the human factor – identifying a decline in working capacity in a timely manner, personalising workload and simultaneously improving both the efficiency and the safety of work. Where is the line that separates high efficiency from overexertion? Can one learn to recognise the moment when workload reduces the quality of decisions? Sergey Morozov was born on September 6, 1959 in Ulyanovsk. After graduating from high school, he worked as a machine operator at a furniture factory. He served in the Pacific Fleet from 1977 to 1980.Since 1981 he has worked at the law-enforcement bodies. He graduated from the All-Union Legal Institute with a major in law. He worked his way up from a criminal investigation inspector at the district office of internal affairs up to the head of a special anti-drug trafficking office of the Internal Affairs Department of the Ulyanovsk Region. In 1995, he was appointed head of the Internal Affairs Department of Dimitrovgrad. In December 2000 he was elected Mayor of Dimitrovgrad. In 2003, Dimitrovgrad won a federal competition and was granted the title of the “Cultural Capital of the Volga Region of 2004”. He has twice been awarded special government prizes for achievements in municipal improvements.In December 2004 Mr. Morozov was elected Head of the Administration of the Ulyanovsk Region. On March 28, 2006, the deputies of the Legislative Assembly of the Ulyanovsk Region approved Mr. Morozov’s candidacy for Governor of the Ulyanovsk Region as submitted by Russian President Vladimir Putin. On March 6, 2011, he was re-elected as Governor for a new term.Mr. Morozov has a PhD in Economy. He defended his dissertation on the subject “Formation of a socioeconomic development strategy for the region”.He is married with five children: two sons and three daughters.
