Although the special assessment of working conditions has been carried out for more than twelve years, the issue of ensuring the quality of its conduct remains relevant. Within the session, experts and participants will examine what to pay attention to when drawing up the terms of reference for a special assessment of working conditions. The legal aspects of the procedure and the overdue changes to the regulatory framework aimed at improving legislation in the field of special assessment will be examined in detail, including control (supervision) over compliance with legislation during the special assessment of working conditions. Particular attention is planned to be given to the state expert review of working conditions, including the factual expert review of the SAWC, which is regarded as a support tool for both employees and employers. In addition, experience of organising and conducting the SAWC on the part of the employer will be presented.

The Economy of the Future Begins with People: A New Architecture for the Labour Market

8.10.2026 10:00–11:30
Sirius University of Science and Technology, Plenary session hall
In partnership with Russian Research Institute of Labour, Ministry of Labour and Social Protection of the Russian Federation

The career centre is increasingly less an employment service in the traditional sense but rather an infrastructure through which a region can identify, forecast, and redistribute its labour potential in line with the needs of the economy. Employer surveys, targeted guidance, and routing form a single system running from recording future demand to training professionals for the needs of particular industries and enterprises. This model also changes the roles of those involved: employers become both a source of data and the customers for talent, education becomes part of the staffing loop, and the potential of young people is considered in terms of a territory’s long-term development. How can the focus shift from filling shortages that have already arisen to preventing them? Which functions of a career centre allow it to influence not only employment but the structure of a region’s workforce potential? How should the role of a career centre be shared between employers, the education system, and the authorities? And what changes in this system if young people are seen not as the end recipients of services but as the key resource of the future economy?

Production safety is measured not by the thickness of the rulebook, but by the number of accidents prevented. Management’s attitude to risk sets the standard for behaviour across the organization and shapes its safety culture. What approaches can managers use to influence the behaviour of employees and contractors when it comes to safety? Which tools can genuinely change behaviour and reduce risk? How can the maturity of a safety culture be measured, its impact on business assessed, and international best practices adapted to local conditions?

Occupational Safety Management Practices in Industries

8.10.2026 10:00–11:30
Sirius University of Science and Technology, conference hall 8
The modern industrial safety landscape is characterised by a shift from reactive response methods to predictive management models. The focus is on integrating digital ecosystems into occupational risk identification processes, which makes it possible not only to minimise the impact of the human factor but also to significantly improve the accuracy of incident forecasting. How are traditional approaches to ensuring safe working conditions being transformed under the influence of automation and big data analysis? In what way do innovative projects and technological solutions make it possible to build effective barriers to prevent workplace injuries? Of particular importance is the adaptation of best practices to the specifics of individual industries, where the variability of conditions requires flexible and scientifically grounded strategies. What tools can ensure synergy between technological progress and the physiology of work, creating an environment where innovation serves as a reliable foundation for preserving the life and health of workers?

Occupational Safety Training: Key Changes and Practice in Applying the Law

8.10.2026 12:15–13:45
Sirius University of Science and Technology, conference hall 6
How can occupational health and safety training be made more effective, and which approach and formats should be introduced in companies so that knowledge translates into skills and real actions? How is the approach to occupational health and safety training changing: from confirming that a course has been completed to confirming that an employee is capable of acting safely in a real work situation. Why knowledge ≠ skills: we will examine how to move from the transfer of knowledge to the development of practical skills. Choosing training formats: why different formats are needed for different learning objectives, and how to select them. How to link training to the realities of the workplace: why it is important to design training so that the learning situation is close to the real one. What needs to be organised after training so that the skill is retained: regular feedback, review of hazardous situations, and periodic practice of actions.

Robotics and Automation in Occupational Safety in the Electric Power Industry

8.10.2026 12:15–13:45
Sirius University of Science and Technology, conference hall 8
Robotisation and automation are gradually changing approaches to ensuring safety in the electric power industry: computer vision, unmanned systems, intelligent monitoring, predictive analytics and digital control systems make it possible to identify hazardous situations earlier and to reduce the presence of workers in high-risk zones. Central to the discussion are the practical capabilities of these technologies: where they are already able to replace humans in inspecting power transmission lines and substations, monitoring hazardous zones and detecting violations, and where professional experience and human oversight are still necessary. Particular attention is required by issues of liability and the new risks of the digital environment: how to ensure the reliability of decisions made by automated systems; who is responsible for an algorithm's error; how to protect data and equipment from cyber threats; how will the requirements for the competencies of occupational safety specialists change? An important topic is also the transition from recording violations to predicting risks – using data on equipment, personnel actions and the production environment to prevent incidents before they occur.

Specific Features of Occupational Safety in the Pharmaceutical Industry

8.10.2026 12:15–13:45
Sirius University of Science and Technology, conference hall 5
Pharmaceutical production is developing faster than the regulatory and methodological framework is being updated. For enterprises, this creates practical difficulties: maximum allowable concentrations or tentative safe exposure levels have not been established for all pharmaceutical substances, the necessary measurement methods are lacking, and certain provisions of the current special assessment of working conditions methodology do not give an unambiguous answer as to how working conditions should be assessed at specific workplaces. As a result, enterprises face uncertainty when conducting the special assessment of working conditions, confirming the safety of working conditions and complying with mandatory requirements. The relevance of these issues persists against the background of the development of domestic pharmaceutical production and the emergence of new types of medicinal products. Which problematic areas of the current regulation exist, and which approaches to resolving them are possible?

Optimizing OHS Management System Processes and Using Digital Tools to Boost Productivity

8.10.2026 12:15–13:45
Sirius University of Science and Technology, conference hall 2
Automating routine processes, digital training, analytics, and monitoring all help to reduce the volume of operational tasks and ease the burden on occupational safety professionals. Which digital tools – platforms, simulators, VR and AR solutions, monitoring systems – improve the quality of occupational safety training and lighten the load on professionals rather than adding to it? How do these solutions change productivity and employee engagement, and what helps to prevent breaches in the workplace before they occur? Which matters more for the outcome: the technological capability itself, or how it is integrated into OSH management processes, how its effectiveness is assessed, and how risks are minimized?

Occupational Safety Audit: New Tools, Trust in the Result and How to Avoid Self-Deception

8.10.2026 12:15–13:45
Sirius University of Science and Technology, conference hall 1
The safety of an enterprise can be assessed at three levels: compliance with mandatory requirements, the actual condition of facilities and processes, and the behaviour of people in the absence of control. Audit tools are being updated faster than the assessment itself is changing: big data, artificial intelligence, certification, behavioural walkarounds and safety culture diagnostics expand the possibilities of verification, but do not remove the question of trust in its result. A separate challenge is how to involve company management in this frame of reference: which safety indicators top management sees and how they relate to the real state of affairs at the sites. The experience of industrial companies and certification bodies shows which techniques sustain the reliability of assessment and how new tools are changing the requirements for the auditor's professional judgement.

Requirements of the State Labour Inspectorate and the Prosecutor's Office during Inspections: Legal Liability of the Manager and the Occupational Safety Specialist

8.10.2026 14:30–16:00
Sirius University of Science and Technology, conference hall 9
In 2026, inspections of compliance with occupational safety requirements increasingly demand not only knowledge of regulatory requirements but also a clear understanding of the personal liability of the manager and the occupational safety specialist. Where does the boundary of liability lie between the employer, the head of a department and the occupational safety specialist? Which documents and factual circumstances become key during inspections by the State Labour Inspectorate and the Prosecutor's Office? In which cases can a violation of occupational safety requirements entail administrative, material or criminal liability? Particular attention is paid to practical situations arising during inspections: how the work of the occupational safety service is assessed, what happens when inconsistencies are identified in documentation and the organisation of training, when the formal presence of documents does not protect against liability, and which mistakes by managers and specialists most often become grounds for claims by supervisory authorities. A separate question is how to build an internal control system in order to identify violations in a timely manner and reduce legal risks before inspectors arrive.

Distinctive Features of Occupational and Industrial Safety Management in Organizations.

8.10.2026 14:30–16:00
Sirius University of Science and Technology, conference hall 3
Strategies have evolved from technical and organizational measures – engineering solutions, standards, monitoring – towards behavioural ones, where the focus falls on engaging staff, the role of managers, and instilling conscious, safe behaviour. A successful strategy demands a systematic approach: integrating every area of safety (industrial, fire, transport, and medical), auditing regularly, and adapting corporate standards to the particular character of the enterprise. Many companies make the mistake of placing responsibility for the safety culture solely on the HSE function, when the initiative should come from the person at the top. An HSE strategy is a living organism and adapts to any change. Its success depends on three conditions: available resources, an objective assessment of the system’s maturity with external auditors involved, and a readiness to abandon solutions that do not work. Only a combination of these makes it possible to move from zero injuries as a target to an environment in which injuries do not occur by definition.
