New Approaches to the Risk-Based Labour Supervision Model

9.10.2026 10:00–11:30
Sirius University of Science and Technology, conference hall 6
The labour market is changing rapidly under the pressure of technology, digitalisation and new approaches to organising processes. These changes inevitably require state supervision to be reconsidered, including its principles, risk assessment and mechanisms for engaging with companies. What adjustments need to be made to the existing system of oversight? How will a new risk-based model affect compliance with legislation? And, most importantly, will it enable regulators not merely to identify violations, but to prevent them effectively?

The Code of Working Longevity: Innovative Technologies for Building Employee Health

9.10.2026 10:00–11:30
Sirius University of Science and Technology, conference hall 2
Increasing life expectancy is one of the main achievements of the modern world. Yet behind this achievement lies a difficult question: are we ready for the years of our lives to be not merely lived, but lived well – in health, activity and continued professional relevance? Today, when the labour market is experiencing a shortage of personnel and the age structure of society is changing rapidly, preserving the health of the working person is ceasing to be a purely medical task. It is a matter of the economic sustainability of enterprises, social stability and national development. A new logic of interaction, new tools and new criteria for assessing effectiveness are needed. How can a continuous system of support for a person throughout their entire working life be built? What must be done to move from fragmented corporate practices to systemic solutions accessible to enterprises of any scale? How can the economic effect of investment in health be measured and turned into a fully fledged management indicator? How can the efforts of medicine, business, the State and the employee themselves be combined into a single code of working longevity?

Best Practices in Applying Occupational Risk Assessment Results in Building the Core Processes of an OSH Management System

9.10.2026 10:00–11:30
Sirius University of Science and Technology, conference hall 4
Occupational risk assessment is like a vehicle inspection: it has to be carried out regularly. Its results underpin an enterprise’s occupational safety and health management system. The more promptly the assessment reflects changes in production processes and working conditions, the more effective the preventive measures and the higher the level of safety in production. But does that mean the assessment should be revised as often as possible? What is the optimal interval for revision if it is to remain current? How can its results be built into the organization of high-risk work, and what advantages does a move from a static procedure to dynamic risk assessment offer a business?

Masterclass: A Culture of Motivation in Occupational Safety. Supporting Professionals from Mentoring to Competitions

9.10.2026 10:00–11:30
Sirius University of Science and Technology, Winter conference hall
Genuine motivation in occupational safety grows out of a corporate culture in which safety becomes a natural extension of respect for the individual. What really drives an employee’s actions when no one is watching? Much of the answer is formed through mentoring, when an experienced hand passes on not only professional skills but their own attitude to risk, responsibility for their decisions, and the habit of thinking about safety before starting work. In such an ecosystem, even the competitive spirit of contests and game mechanics is directed towards flawless technique, where victory goes to the person who gets the small things exactly right. Where does genuine engagement come from? How can seamless feedback be arranged so that a participant’s voice is treated as a contribution to a shared cause? And can the success of such a strategy be measured by the number of events held?

What Chernobyl Changed: The Evolution of Safety at Rosatom and Worldwide

9.10.2026 10:00–11:30
Sirius University of Science and Technology, Atom Hall
In partnership with ROSATOM State Atomic Energy Corporation

The Chernobyl Nuclear Power Plant was the flagship of Soviet power engineering, and Pripyat was hailed as a city of the future. On the night of 26 April 1986, a fatal chain of errors led to a disaster that permanently transformed the global nuclear industry. The tragedy compelled a comprehensive reassessment of technologies, protection systems, personnel training, and emergency response plans. Yet the principal lesson was the shift from a set of technical barriers to a genuine safety culture, founded on personal responsibility. This is a principle in which even the slightest doubt is grounds for halting a process, and no violation can be left unaddressed. What did those who lived through Chernobyl witness, and what did they learn? And how have the lessons of Chernobyl become the foundation of the rules by which the entire nuclear power sector lives and operates today?

Digitalisation and Artificial Intelligence in Occupational Safety and Health Practice

9.10.2026 12:15–13:45
Sirius University of Science and Technology, conference hall 4
Digital tools, video analytics and artificial intelligence help to monitor working conditions, identify risks and improve safety in the workplace. Combining data makes it possible to find potential threats faster and to take decisions on their basis. Such technologies can be used both to monitor employees and to interact with contractors. How can AI change the work of an occupational safety specialist? Which capabilities of digital technologies still remain unused in risk management? Where do digital technologies genuinely change the approach to safety, and where do they merely automate existing processes?

The Role of Chief Executives in Establishing Leadership in Occupational Safety

9.10.2026 12:15–13:45
Sirius University of Science and Technology, conference hall 5
Raising occupational safety to the level of a strategic business priority runs up against one principal barrier: the insufficient involvement of the person at the top. In most companies, safety is delegated to dedicated departments, whereas genuinely reducing risk requires direct intervention by the CEO. The shift happens only when the leader personally conveys the value of employees’ lives and health through everyday operational decisions. The key problem is the gap between declared goals of zero injuries and the actual KPIs of senior management, which are geared to production targets at the expense of safety. How does a chief executive’s management style affect workers’ willingness to report breaches without fear of punishment? Why does formally signing orders fail to build a safety culture, while personal participation in site walks and incident reviews delivers a measurable economic effect?

The Economics of Occupational Safety: Informed Management of Insurance Contributions and Working with the Social Fund of Russia

9.10.2026 12:15–13:45
Sirius University of Science and Technology, conference hall 6
Occupational safety is directly linked to the economics of an enterprise: the quality of managing working conditions and occupational risks affects insurance payments, additional costs, compensation obligations and potential losses from injuries and downtime. Therefore, the task for business is not to cut spending on prevention, but to understand which solutions genuinely help to reduce risks and manage costs. The session is devoted to practical tools for managing the costs of occupational safety and compulsory social insurance against accidents at work and occupational diseases. Central to the discussion is the relationship between the Special Assessment of Working Conditions, occupational risk assessment, preventive measures, insurance contributions and the financial results of an enterprise.

Providing First Aid to Casualties. Latest Changes in the Organisation and Delivery of First Aid Training in Accordance with Occupational Health and Safety Requirements

9.10.2026 12:15–13:45
Sirius University of Science and Technology, conference hall 8
In the light of recent changes to the regulatory framework on occupational health and safety, the correct organisation and delivery of first aid training for casualties is acquiring particular importance. The updated requirements for the content and procedure of first aid training, as well as practice of their implementation at enterprises, will be considered. Central place is given to the practical part, where participants have the opportunity to practise first aid skills on manikins under the guidance of an instructor. This approach makes it possible to consolidate theoretical knowledge and to develop stable algorithms of action in emergency situations.

Achieving Russia’s national development goals is impossible without a social turn: the large-scale adoption of socially oriented technologies that deliver safety, health, and a high quality of life for citizens. What is needed is a comprehensive approach to occupational safety, the modernization of healthcare systems, the creation of a comfortable urban environment, and wider access to technical rehabilitation aids. How are modern technologies being combined with social responsibility? Why are people-centred development strategies being adopted by the state as well as by major business? What are the advantages of preserving health over treating illness later? Which socially oriented technologies are being used in the regions
