Developing Regional Forecasts of the Economy’s Workforce Needs
7.10.2026 10:00–11:30
Sirius University of Science and Technology, conference hall 2
In partnership with Russian Research Institute of Labour, Ministry of Labour and Social Protection of the Russian Federation
By analyzing skills shortages, regions can ensure the economy has the professionals it needs well in advance. How accurate can a forecast be without the regular involvement of companies themselves? Which mechanisms for engaging employers should be used in surveys so that the data reflect the real staffing picture? How can business influence the admission targets set for vocational education institutions?

Institute of Internal Trainers. The Evolution of Training: From Basic Standards to Architects of Safety Culture
7.10.2026 10:00–11:30
Sirius University of Science and Technology, conference hall 9
Architects of safety culture are not born – they are made. An internal trainer is a strategic business partner whose role has evolved from monitoring compliance with standards to designing a learning environment. Where does an institute of internal trainers at an enterprise begin – building a foundation on the company's values and processes, or engaging an external coach to launch it? Which practical cases of mentoring 2.0, workplace microlearning and digital engagement trackers show a real effect? How can gamification and a played-out scenario help in the work? Who are safety ambassadors?

Career of the Occupational Health and Safety Professional: Growth Points and New Professional Opportunities
7.10.2026 10:00–11:30
Sirius University of Science and Technology, conference hall 5
At a certain stage, an occupational health and safety specialist faces a key question: which direction to pursue next? Seek a new position, advance within the current organisation, or build an independent professional trajectory? Three career scenarios are possible. The first is entering the labour market. We will discuss the current vacancies landscape, employers’ requirements, CV preparation, interview performance, and onboarding at a new workplace. The second is career development within the company. The third is development beyond the company: personal branding, mentoring, consulting, and outsourcing. Practising experts will share their own experience and speak candidly about: which decisions proved pivotal in their careers; what challenges they encountered; which skills helped them progress to the next level; and which mistakes can slow professional growth.

From an Enterprise’s Staffing Needs to the Individual Employee
7.10.2026 12:15–13:45
Sirius University of Science and Technology, conference hall 4
Regional forecasts of staffing needs match what employers are asking for against the career preferences and plans of young people. A single approach to careers guidance and routing, developed by the Russian Ministry of Labour, turns data on what enterprises need into concrete routes into a profession, taking in introductions to employers, careers guidance events, work placements, internships, and a first job. Working directly with employers, Work in Russia career centres act as the link between the forecast, the education system, and the staffing of enterprises. How are data on employers’ needs turned into routes for young people? How should youth routing be arranged so that it answers employers’ specific needs?

Jobs for the Veterans. Supporting Employment for Participants in the Special Military Operation
7.10.2026 14:30–16:00
Sirius University of Science and Technology, conference hall 2
A veteran’s return to working life is delivered through an individual route: what professional and life experience they bring, which skills can be applied in the civilian labour market, whether there are any limitations, what their career intentions are, and what form of employment genuinely suits them. On that basis, a career centre case worker builds a personal development path – returning to a previous employer, finding new work, retraining, or changing profession – and supports the veteran at every stage. Can a position be reserved for a veteran at an enterprise? How does the Jobs for the Veterans project work for service personnel’s families? Can a participant start their own business, and how can the project help?

Developing a System of Continuous Learning for Citizens under the Federal Project 'Active Measures to Promote Employment'
7.10.2026 16:30–18:00
Sirius University of Science and Technology, conference hall 5
In partnership with the Federal State Budgetary Institution 'Institute for the Development of Vocational Education'
The development of technologies, rising requirements for the quality of goods, works and services, and the introduction of automation and digitalisation technologies amid limited labour resources create a need for citizens to continuously acquire new knowledge, skills and abilities — and often to change their field of work several times over the course of their lives. How can the State promptly identify the need for vocational training among citizens and organise training in the right place at the right time, and what tools and resources are required to do so? Specifics of interaction with regional executive authorities in the course of identifying the need for personnel training and education for the economy, and regional particularities. Training for veterans of the Special Military Operation. Development of the list of in-demand occupations: balancing the needs of the economy against citizens' demand for training. The Economy of the Future Begins with People: A New Architecture for the Labour Market
8.10.2026 10:00–11:30
Sirius University of Science and Technology, Plenary session hall
In partnership with Russian Research Institute of Labour, Ministry of Labour and Social Protection of the Russian Federation
The career centre is increasingly less an employment service in the traditional sense but rather an infrastructure through which a region can identify, forecast, and redistribute its labour potential in line with the needs of the economy. Employer surveys, targeted guidance, and routing form a single system running from recording future demand to training professionals for the needs of particular industries and enterprises. This model also changes the roles of those involved: employers become both a source of data and the customers for talent, education becomes part of the staffing loop, and the potential of young people is considered in terms of a territory’s long-term development. How can the focus shift from filling shortages that have already arisen to preventing them? Which functions of a career centre allow it to influence not only employment but the structure of a region’s workforce potential? How should the role of a career centre be shared between employers, the education system, and the authorities? And what changes in this system if young people are seen not as the end recipients of services but as the key resource of the future economy?

The Code of Working Longevity: Innovative Technologies for Building Employee Health
9.10.2026 10:00–11:30
Sirius University of Science and Technology, conference hall 2
Increasing life expectancy is one of the main achievements of the modern world. Yet behind this achievement lies a difficult question: are we ready for the years of our lives to be not merely lived, but lived well – in health, activity and continued professional relevance? Today, when the labour market is experiencing a shortage of personnel and the age structure of society is changing rapidly, preserving the health of the working person is ceasing to be a purely medical task. It is a matter of the economic sustainability of enterprises, social stability and national development. A new logic of interaction, new tools and new criteria for assessing effectiveness are needed. How can a continuous system of support for a person throughout their entire working life be built? What must be done to move from fragmented corporate practices to systemic solutions accessible to enterprises of any scale? How can the economic effect of investment in health be measured and turned into a fully fledged management indicator? How can the efforts of medicine, business, the State and the employee themselves be combined into a single code of working longevity?

Masterclass: A Culture of Motivation in Occupational Safety. Supporting Professionals from Mentoring to Competitions
9.10.2026 10:00–11:30
Sirius University of Science and Technology, Winter conference hall
Genuine motivation in occupational safety grows out of a corporate culture in which safety becomes a natural extension of respect for the individual. What really drives an employee’s actions when no one is watching? Much of the answer is formed through mentoring, when an experienced hand passes on not only professional skills but their own attitude to risk, responsibility for their decisions, and the habit of thinking about safety before starting work. In such an ecosystem, even the competitive spirit of contests and game mechanics is directed towards flawless technique, where victory goes to the person who gets the small things exactly right. Where does genuine engagement come from? How can seamless feedback be arranged so that a participant’s voice is treated as a contribution to a shared cause? And can the success of such a strategy be measured by the number of events held?
