Current Issues in Financing Preventive Measures to Reduce Occupational Injuries and Diseases

7.10.2026 10:00–11:30
Sirius University of Science and Technology, conference hall 6
Financing preventive measures is an effective lever that makes it possible to stop fires rather than put them out: the money goes towards preventing injuries and occupational disease before the risks turn into real consequences. Which measures deliver the greatest effect, and which are worth backing? Where should cost-cutting never come at the expense of workers’ health?

Practice in Exercising Powers to Investigate Accidents

7.10.2026 12:15–13:45
Sirius University of Science and Technology, conference hall 6
Investigating accidents at work is a procedure refined down to the last detail: strict deadlines, standardized reports, and a clear principle for forming the commission. Digital transformation, however, is changing the established order of work, and the new reality raises a whole range of practical questions for professionals. How can they adapt to the N-1S form, establish seamless synchronization of data between the company, the Social Fund, and document management systems, and conduct remote interviews in a legally sound way?

Effective Tools for Working with Contractors to Mitigate Occupational Risks and Ensure Sustainable Development of the Organisation

7.10.2026 12:15–13:45
Sirius University of Science and Technology, conference hall 9
Choosing a reliable contractor does not in itself guarantee a good outcome: what matters is how far their approaches, expertise, and safety culture meet the client’s requirements, and how effectively the two sides work together. How can the professional knowledge and skills needed to meet those requirements be assessed and developed further, and which practices in training, certification, and competence testing deliver the best results? Which tools for client-contractor cooperation genuinely deliver a high standard of occupational safety rather than remaining a formality?

Main Approaches to Drafting Work Plans for High-Hazard Operations

7.10.2026 14:30–16:00
Sirius University of Science and Technology, the roundtable 5.6
High-risk work requires both a formal permit and thorough advance preparation: from analyzing the conditions in which the work will be carried out to defining safety measures, the make-up of the team, the monitoring arrangements, and the actions to be taken in any emergency. How should the conditions of the work be analyzed so that hazards are correctly identified and a safe method chosen? What requirements apply to setting up work areas and to the use of personal and collective protective equipment, and how should cooperation between those involved be arranged so that supervision by responsible persons is a genuine risk management mechanism rather than a formality?

Occupational Safety Training: Key Changes and Practice in Applying the Law

8.10.2026 12:15–13:45
Sirius University of Science and Technology, conference hall 6
How can occupational health and safety training be made more effective, and which approach and formats should be introduced in companies so that knowledge translates into skills and real actions? How is the approach to occupational health and safety training changing: from confirming that a course has been completed to confirming that an employee is capable of acting safely in a real work situation. Why knowledge ≠ skills: we will examine how to move from the transfer of knowledge to the development of practical skills. Choosing training formats: why different formats are needed for different learning objectives, and how to select them. How to link training to the realities of the workplace: why it is important to design training so that the learning situation is close to the real one. What needs to be organised after training so that the skill is retained: regular feedback, review of hazardous situations, and periodic practice of actions.

Robotics and Automation in Occupational Safety in the Electric Power Industry

8.10.2026 12:15–13:45
Sirius University of Science and Technology, conference hall 8
Robotisation and automation are gradually changing approaches to ensuring safety in the electric power industry: computer vision, unmanned systems, intelligent monitoring, predictive analytics and digital control systems make it possible to identify hazardous situations earlier and to reduce the presence of workers in high-risk zones. Central to the discussion are the practical capabilities of these technologies: where they are already able to replace humans in inspecting power transmission lines and substations, monitoring hazardous zones and detecting violations, and where professional experience and human oversight are still necessary. Particular attention is required by issues of liability and the new risks of the digital environment: how to ensure the reliability of decisions made by automated systems; who is responsible for an algorithm's error; how to protect data and equipment from cyber threats; how will the requirements for the competencies of occupational safety specialists change? An important topic is also the transition from recording violations to predicting risks – using data on equipment, personnel actions and the production environment to prevent incidents before they occur.

Specific Features of Occupational Safety in the Pharmaceutical Industry

8.10.2026 12:15–13:45
Sirius University of Science and Technology, conference hall 5
Pharmaceutical production is developing faster than the regulatory and methodological framework is being updated. For enterprises, this creates practical difficulties: maximum allowable concentrations or tentative safe exposure levels have not been established for all pharmaceutical substances, the necessary measurement methods are lacking, and certain provisions of the current special assessment of working conditions methodology do not give an unambiguous answer as to how working conditions should be assessed at specific workplaces. As a result, enterprises face uncertainty when conducting the special assessment of working conditions, confirming the safety of working conditions and complying with mandatory requirements. The relevance of these issues persists against the background of the development of domestic pharmaceutical production and the emergence of new types of medicinal products. Which problematic areas of the current regulation exist, and which approaches to resolving them are possible?

Optimizing OHS Management System Processes and Using Digital Tools to Boost Productivity

8.10.2026 12:15–13:45
Sirius University of Science and Technology, conference hall 2
Automating routine processes, digital training, analytics, and monitoring all help to reduce the volume of operational tasks and ease the burden on occupational safety professionals. Which digital tools – platforms, simulators, VR and AR solutions, monitoring systems – improve the quality of occupational safety training and lighten the load on professionals rather than adding to it? How do these solutions change productivity and employee engagement, and what helps to prevent breaches in the workplace before they occur? Which matters more for the outcome: the technological capability itself, or how it is integrated into OSH management processes, how its effectiveness is assessed, and how risks are minimized?

Occupational Safety Audit: New Tools, Trust in the Result and How to Avoid Self-Deception

8.10.2026 12:15–13:45
Sirius University of Science and Technology, conference hall 1
The safety of an enterprise can be assessed at three levels: compliance with mandatory requirements, the actual condition of facilities and processes, and the behaviour of people in the absence of control. Audit tools are being updated faster than the assessment itself is changing: big data, artificial intelligence, certification, behavioural walkarounds and safety culture diagnostics expand the possibilities of verification, but do not remove the question of trust in its result. A separate challenge is how to involve company management in this frame of reference: which safety indicators top management sees and how they relate to the real state of affairs at the sites. The experience of industrial companies and certification bodies shows which techniques sustain the reliability of assessment and how new tools are changing the requirements for the auditor's professional judgement.

Distinctive Features of Occupational and Industrial Safety Management in Organizations.

8.10.2026 14:30–16:00
Sirius University of Science and Technology, conference hall 3
Strategies have evolved from technical and organizational measures – engineering solutions, standards, monitoring – towards behavioural ones, where the focus falls on engaging staff, the role of managers, and instilling conscious, safe behaviour. A successful strategy demands a systematic approach: integrating every area of safety (industrial, fire, transport, and medical), auditing regularly, and adapting corporate standards to the particular character of the enterprise. Many companies make the mistake of placing responsibility for the safety culture solely on the HSE function, when the initiative should come from the person at the top. An HSE strategy is a living organism and adapts to any change. Its success depends on three conditions: available resources, an objective assessment of the system’s maturity with external auditors involved, and a readiness to abandon solutions that do not work. Only a combination of these makes it possible to move from zero injuries as a target to an environment in which injuries do not occur by definition.

Training Formats in Occupational Health and Safety: from Microlearning to the Use of Gamification and Artificial Intelligence

8.10.2026 16:30–18:00
Sirius University of Science and Technology, conference hall 9
The rapid change of production processes and the introduction of digital technologies set new standards for the perception of information. How can one retain an employee's attention under conditions of a constant shortage of time and an excess of data? How do modern methodologies make it possible to transform the passive study of regulations into the active acquisition of safety skills? The search for a balance between short-term but concise formats of presenting material and the need to form sustainable behavioural patterns. The focus of attention will be on the issues of adapting complex technical regulations to the realities of the digital environment and personalising personnel development trajectories with the help of intelligent systems. The potential of game mechanics as a tool for increasing engagement and ways of evaluating the effectiveness of innovative approaches in comparison with traditional methods are considered.

Best Practices in Applying Occupational Risk Assessment Results in Building the Core Processes of an OSH Management System

9.10.2026 10:00–11:30
Sirius University of Science and Technology, conference hall 4
Occupational risk assessment is like a vehicle inspection: it has to be carried out regularly. Its results underpin an enterprise’s occupational safety and health management system. The more promptly the assessment reflects changes in production processes and working conditions, the more effective the preventive measures and the higher the level of safety in production. But does that mean the assessment should be revised as often as possible? What is the optimal interval for revision if it is to remain current? How can its results be built into the organization of high-risk work, and what advantages does a move from a static procedure to dynamic risk assessment offer a business?

The Role of Chief Executives in Establishing Leadership in Occupational Safety

9.10.2026 12:15–13:45
Sirius University of Science and Technology, conference hall 5
Raising occupational safety to the level of a strategic business priority runs up against one principal barrier: the insufficient involvement of the person at the top. In most companies, safety is delegated to dedicated departments, whereas genuinely reducing risk requires direct intervention by the CEO. The shift happens only when the leader personally conveys the value of employees’ lives and health through everyday operational decisions. The key problem is the gap between declared goals of zero injuries and the actual KPIs of senior management, which are geared to production targets at the expense of safety. How does a chief executive’s management style affect workers’ willingness to report breaches without fear of punishment? Why does formally signing orders fail to build a safety culture, while personal participation in site walks and incident reviews delivers a measurable economic effect?

The Economics of Occupational Safety: Informed Management of Insurance Contributions and Working with the Social Fund of Russia

9.10.2026 12:15–13:45
Sirius University of Science and Technology, conference hall 6
Occupational safety is directly linked to the economics of an enterprise: the quality of managing working conditions and occupational risks affects insurance payments, additional costs, compensation obligations and potential losses from injuries and downtime. Therefore, the task for business is not to cut spending on prevention, but to understand which solutions genuinely help to reduce risks and manage costs. The session is devoted to practical tools for managing the costs of occupational safety and compulsory social insurance against accidents at work and occupational diseases. Central to the discussion is the relationship between the Special Assessment of Working Conditions, occupational risk assessment, preventive measures, insurance contributions and the financial results of an enterprise.
