The law does not divide employers into ‘large’ and ‘small’; the requirements are the same for everyone, even if you have only 10 employees. This means that liability for worker safety is real: from administrative to criminal. But not all managers understand this and sometimes delegate such important functions to random people, such as an office manager or an accountant. Yet, in the event of an incident or inspection, the employer ends up being directly responsible. And that is when things get interesting.

The practical session is devoted to what inspectors pay attention during inspections; how entrepreneurs can build a systematic, legal, and functional process to investigate accidents: from recording and registering them to analysing root causes and developing preventive measures; and who bears legal responsibility for occupational safety at a company.

The session will address:
• The key aspects of inspections by the State Labour Inspectorate
• The legal requirements with which employers must comply during the investigation of an incident
• How to build a step-by-step procedure: from creating a commission and notifying the regulatory authorities to drawing up reports and analysing root causes

2001–2005: Held several posts in the Finance Department of the Samara Region Government.

2005–2007: Department head at the Samara Region Ministry of Finance.

2007–2012: Head of the Department of Regional Budget Execution and Reporting at the Samara Region Ministry of Finance.

2012–2014: Head of the Operations Improvement Directorate at the Federal Treasury.

2014–2017: Finance Minister and Minister of Economy and Finance of the Moscow Region.

2017–2020: Deputy Finance Minister of the Russian Federation.

21 January 2020: Appointed Minister of Labour and Social Protection of the Russian Federation by Presidential Executive Order.

Has a PhD in Economics.

Married, with two children.
