Practice of Exercising Accident Investigation Powers

An analysis of law enforcement practices involving accident investigations shows that various bodies and organizations are taking different approaches to implementing and applying individual standards of the Russian Labour Code and provisions on the specifics of investigations. In this regard, now seems like an appropriate time to share, together with the Russian Ministry of Labour, the latest results of law enforcement practices for 2024–2025 and the standard positions on the application of individual norms on the procedure for investigating and recording accidents. In addition, the session participants will also conduct a detailed analysis of injuries compared with previous years and discuss the most problematic issues related to injury trends and the causes and types of accidents, including a discussion about accidents not related to manufacturing.
Moreover, the concealment of accidents remains a problematic issue that prevents the timely and objective investigation of accidents, the establishment of its circumstances, and the provision of the appropriate benefits for victims or their relatives. In this regard, concerned bodies and organizations will consider how to identify such cases and take measures to prevent such situations in the future.

Occupational safety and health in the construction industry is a key factor that affects the health and safety of workers, the efficiency of the construction process, and the financial performance of companies. Despite significant improvements in the situation with occupational safety and health in recent years, there are still major problems. We will examine the main difficulties that are typical for the Russian construction market.
One of the most common problems is violations of occupational safety and health rules by workers and managers. Such cases often occur due to low levels of discipline, the insufficient qualifications of specialists, and cost-cutting on personal protective equipment. Typical causes of injuries involve people falling from height, getting caught under building structures and equipment, and exposure to electric currents and chemicals.
Effective problem solving requires an integrated approach, including the following measures:

- Expanding liability for ensuring safe working conditions
- Improving the system for the training and advanced training of employees
- Investing in modern technologies and equipment
- Creating a corporate safety culture
- Bolstering control over compliance with occupational safety rules

Resolving these problems will reduce the number of accidents and improve the overall level of occupational safety and health in the Russian construction industry.

Combatting Illegal Employment

The session is particularly important given the need to eliminate illegal employment in Russia, assess the existing risks and how to prevent them in the future, determine what measures need to be taken and how to organize work, including in cooperation with other concerned agencies, and attract the attention of law enforcement agencies to this problem. Best practices need to be extended to all the country’s regions, including those with specific features associated with their territories. The federal supervisory authorities need to exchange experience with their regional offices and the executive regional authorities in conducting control (supervisory) activities and find an opportunity to work in close cooperation with them. International experience will provide insight into whether the measures taken could be introduced in Russia. To develop new approaches or adjust existing ones, it is essential to exchange opinions, develop unified approaches, amend current legislation (if necessary), and take into account the opinions of all parties involved in the process. A combination of tools – micro-learning, mobile technologies, gamification, and others – makes learning effective, unobtrusive, and integrated into the workflow.

measures, and not into an «unscheduled briefing»?

This session will address the full cycle — from fiber selection and «smart» textiles to ergonomics, digital design, standards-based testing, and implementation in production.
Kosygin University will present its expertise and completed projects, including protective and heat-resistant solutions, membrane technologies, and functional garment structures (applied in military uniforms and medical apparel).
Panelists will explore the specifics of adaptive and inclusive clothing, highlighting both current needs and future prospects. The discussion will also touch upon the relevance of 3D design and modeling.
A dedicated segment will focus on corporate merchandise — not only as a branding and positioning tool but also as a vehicle of culture and identity. Participants will discuss how to move from R&D and pilot projects to full-scale deployment and scaling.
