To replace the departmental act, the Russian Ministry of Labour is currently developing a draft decree of the Russian Government 'On Approving the Procedure for Labour Protection Training and Testing Knowledge of Labour Protection Requirements'. The concept of the draft under development is that occupational health and safety training is a structured educational process comprising a set of interlinked activities. Cancer continues to pose a significant threat to public health. The most important factor in the prevention of cancer development is the detection of diseases in the early stages, which means that people employed in production have the opportunity to timely undergo high-quality diagnostics and screenings of malignant neoplasms. An equally important aspect of preventing the development of oncological diseases is the organization of a healthy environment in the workplace, contributing to the primary prevention of risk factors - tobacco smoking, alcohol consumption, unhealthy diet and others. Finally, an important aspect is the creation of conditions in the workplace for the psychosocial rehabilitation of employees who have survived cancer. Corporate programs for the prevention of cancer are a profitable investment for the employer, insuring the economic risks associated with the long absence of qualified personnel in the workplace.

The executive authorities for labour of the constituent entities of the Russian Federation carry out a State expert assessment of working conditions within the scope of their mandate to implement State policy in the field of occupational safety and health. In June 2021, a draft Order of the Russian Ministry of Labour on the approval of the standard forms of documents required for a state expert assessment of working conditions was released for public discussion. Also as of March 2022, a significant number of regulations will come into force implying the introduction of occupational risk management procedures in enterprises. For the executive authorities for labour in the constituent entities of the Russian Federation, whose functions also include informing and advising employers, employees, experts and training organisations, obtaining information on this issue is particularly relevant.
The session will cover issues related to conducting and documenting the results of the state expert assessment of working conditions with the involvement of laboratories and documentation on various grounds. It will also provide up-to-date information on the procedure of risk assessment and implementation of zero injury programmes in the enterprises of the Russian Federation.
