An analysis of best practices at Russia's leading industrial enterprises has shown that many companies are very active in addressing the issues of reducing occupational disease, improving employee health and promoting wellness.
The experience of implementing corporate programmes in various companies based on a synergy of Russian and international practices will be reviewed, and the effectiveness of programmes for the prevention of cardiovascular and other diseases in employees working in hazardous working conditions will be evaluated.

To replace the departmental act, the Russian Ministry of Labour is currently developing a draft decree of the Russian Government 'On Approving the Procedure for Labour Protection Training and Testing Knowledge of Labour Protection Requirements'. The concept of the draft under development is that occupational health and safety training is a structured educational process comprising a set of interlinked activities. The session will focus on systematic changes in the process and procedure of occupational health and safety training.

2007–2012: Head of the Department of Regional Budget Execution and Reporting at the Samara Region Ministry of Finance.

2012–2014: Head of the Operations Improvement Directorate at the Federal Treasury.

2014–2017: Finance Minister and Minister of Economy and Finance of the Moscow Region.

2017–2020: Deputy Finance Minister of the Russian Federation.

21 January 2020: Appointed Minister of Labour and Social Protection of the Russian Federation by Presidential Executive Order.

Konstantin Parshin

Professional Experience

Before his tenure at Skolkovo, Parshin worked as the Deputy General Director and Director of New Business Development at ITAR-TASS News Agency, where he was responsible for the agency’s development strategy with respect to government agencies, social organizations, and large businesses. He also organized the ground-up development and successful launch of the startup TASS-Business, an information and analysis product.
Earlier, in 2012–2014 Parshin worked at ITAR-TASS as a manager of key projects related to comprehensive reforms and the ‘re-launch’ of TASS, which allowed the agency to grow and become a market leader.
Before working at TASS, from 1996 to 2012, Parshin occupied various positions in the Xerox corporation, including: head of Xerox Eurasia in Moscow, Vice-President of Industry Marketing in Developing Markets (Great Britain), and General Director of Xerox Isreal.

Education

Parshin graduated from the Faculty of Mechanics and Mathematics at Lomonosov Moscow State University in 1994 and received an MBA from the American Institute of Business and Economics in 2002.
Aleksey Vovchenko

Coordinates the activities aiming at forming state policy as well as norm and legislature regulation in demographics and gender equality, social protection and protection of family, women, children, elderly, veterans, foster care, citizen with partial and full disabilities and social services; in employment and healthcare, labor migration, alternative state service.
Norn April 19, 1975 in Chagan, Semipalatinsk Oblast.
In 1997 graduated Smolensk Pedagogical Institute named after Marx with a degree in Modern Languages. In 2001 gradated Moscow State University of Foreign Relations with a degree in Law.
June 24 2015 appointed by the decree of the government of Russia as the First Deputy Minister of Labor and Social Services of the Russian Federation.

Elena Aksenova
Director, Research Institute for Healthcare Organization and Medical Management of Moscow Healthcare Department
Elena Aksenova has been working at the Research Institute since December 2018.
Educated at Moscow State Pedagogical University, National Research University Higher School of Economics, Russian Presidential Academy of National Economy and Public Administration.
She worked as Vice-Rector for Development and Innovation at the I.M. Sechenov First Moscow State Medical University of the Russian Ministry of Health. She was Deputy Head of the Department of Innovative Development of Medical Science of RAMS, Head of the Expert Analytical Department of the Federal Agency for Scientific Organizations, Deputy Chief Scientific Secretary of the Presidium of the Russian Academy of Sciences.
Before assuming the position of Director of the Research Institute for Innovative Development of Medical Science of the DSMH, she was the Head of the Center for Strategic Planning of Science Development, Expertise and Scientific Advice of the RAS.

Born on 3 October 1983 in Irkutsk (Irkutsk Oblast).
In 2005, graduated with honours from Irkutsk State Medical University.
In 2006, graduated with honours from the Academy of Labour and Social Relations, Department of Law.
In 2010, graduated with honours from the Diplomatic Academy of Russian Foreign Ministry.
In 2011, received a Master’s Degree in European Law from Moscow State Institute of International Relations (MGIMO University) under the Ministry of Foreign Affairs of the Russian Federation.
Oleg Salagay is a member of many working groups under the auspices of the World Health Organization, BRICS, and bilateral cooperation. He is Chairman of the Conference of the Parties to the Framework Convention on Tobacco Control.
