One of the key challenges in the labour market is to ensure the smooth and purposeful transition of young specialists from the educational environment to a professional career. Internships in the real sector of the economy can be an effective tool for getting young people involved in the country’s economy, developing applied skills, and establishing sustainable career tracks. However, there is still a gap between employers’ expectations and graduates’ skills, as well as a lack of structured internship programmes that take into account the real needs of industries. A 2025 VTsIOM (Russian Public Opinion Research Center) poll reflected that Russian society continues to associate leadership with men - Russians are confident that men are more predisposed to leadership (48%) than women (8%). However, statistics relentlessly prove that women's presence in the labor market not only constitutes almost half of the entire workforce but is also confirmed by indicators for managerial positions: the proportion of female managers has increased over the past year in 58% of Russian companies, and the number of female managers exceeds 50% in finance, human resources, retail, science, and education. The share of women is also growing in "non-traditional" industries for them (manufacturing, construction, transportation, etc.), and a tight labor market coupled with modern technology and the automation of industrial enterprises is reducing physical requirements for employees, which opens up new opportunities for women.

An analysis of law enforcement practices involving accident investigations shows that various bodies and organizations are taking different approaches to implementing and applying individual standards of the Russian Labour Code and provisions on the specifics of investigations. In this regard, now seems like an appropriate time to share, together with the Russian Ministry of Labour, the latest results of law enforcement practices for 2024–2025 and the standard positions on the application of individual norms on the procedure for investigating and recording accidents. In addition, the session participants will also conduct a detailed analysis of injuries compared with previous years and discuss the most problematic issues related to injury trends and the causes and types of accidents, including a discussion about accidents not related to manufacturing.

The session is particularly important given the need to eliminate illegal employment in Russia, assess the existing risks and how to prevent them in the future, determine what measures need to be taken and how to organize work, including in cooperation with other concerned agencies, and attract the attention of law enforcement agencies to this problem. Best practices need to be extended to all the country’s regions, including those with specific features associated with their territories. The federal supervisory authorities need to exchange experience with their regional offices and the executive regional authorities in conducting control (supervisory) activities and find an opportunity to work in close cooperation with them. International experience will provide insight into whether the measures taken could be introduced in Russia. To develop new approaches or adjust existing ones, it is essential to exchange opinions, develop unified approaches, amend current legislation (if necessary), and take into account the opinions of all parties involved in the process. Feedback from Russia’s regions will help to take an objective and comprehensive approach to preparing proposals to change the situation on the labour market.

Born on 10 May 1969 in Bashkortostan.
1993 – Graduated from Ufa State Aviation Technical University with a major in economics and engineering management.
2002 – Head of the Board of Directors OJSC STEKLONiT.
2002-2014 – A regional enterprise under Mr Fakhretdinov’s leadership became one of the leaders in the composite and geosynthetic industry – RUSCOMPOZIT Group of Companies.
2004 – Obtained an MBA at the Academy of National Economy under the Government of the Russian Federation. Mr Fakhretdinov was actively involved in public activities at the time, establishing and managing the industry association Union of Composite Manufacturers, which united the largest enterprises manufacturing materials, raw commodities and products made from composites.
2007 – Member of the Delovaya Rossiya (Business Russia) General Council.
2014 – Elected to the Civic Chamber of the Russian Federation, where he is a member of the Commission on the Matters of Investment Climate. Mr Fakhretdinov is also a member of the Advisory Council under the Government of the Russian Federation, the RF Ministry of Transport’s Coordinating Council for the Development of SME in Transportation, heads a working group on the development and monitoring of the National Entrepreneurial Initiative road map “Expanding the access of small and medium businesses to procurements by infrastructure monopolies and companies with government participation”.
