The law does not divide employers into ‘large’ and ‘small’; the requirements are the same for everyone, even if you have only 10 employees. This means that liability for worker safety is real: from administrative to criminal. But not all managers understand this and sometimes delegate such important functions to random people, such as an office manager or an accountant. Yet, in the event of an incident or inspection, the employer ends up being directly responsible. And that is when things get interesting.

The practical session is devoted to what inspectors pay attention during inspections; how entrepreneurs can build a systematic, legal, and functional process to investigate accidents: from recording and registering them to analysing root causes and developing preventive measures; and who bears legal responsibility for occupational safety at a company.

The session will address:
• The key aspects of inspections by the State Labour Inspectorate
• The legal requirements with which employers must comply during the investigation of an incident
• How to build a step-by-step procedure: from creating a commission and notifying the regulatory authorities to drawing up reports and analysing root causes

Sanitary rules SP 2.2.3670-20 “Sanitary and Epidemiological Requirements for Working Conditions” were developed for the purposes specified in clause 2 of Article 25.

A 2025 VTsIOM (Russian Public Opinion Research Center) poll reflected that Russian society continues to associate leadership with men - Russians are confident that men are more predisposed to leadership (48%) than women (8%). However, statistics relentlessly prove that women's presence in the labor market not only constitutes almost half of the entire workforce but is also confirmed by indicators for managerial positions: the proportion of female managers has increased over the past year in 58% of Russian companies, and the number of female managers exceeds 50% in finance, human resources, retail, science, and education. An analysis of law enforcement practices involving accident investigations shows that various bodies and organizations are taking different approaches to implementing and applying individual standards of the Russian Labour Code and provisions on the specifics of investigations. Occupational safety and health in the construction industry is a key factor that affects the health and safety of workers, the efficiency of the construction process, and the financial performance of companies. Despite significant improvements in the situation with occupational safety and health in recent years, there are still major problems. We will examine the main difficulties that are typical for the Russian construction market.
One of the most common problems is violations of occupational safety and health rules by workers and managers. Such cases often occur due to low levels of discipline, the insufficient qualifications of specialists, and cost-cutting on personal protective equipment. Typical causes of injuries involve people falling from height, getting caught under building structures and equipment, and exposure to electric currents and chemicals.

The session is particularly important given the need to eliminate illegal employment in Russia, assess the existing risks and how to prevent them in the future, determine what measures need to be taken and how to organize work, including in cooperation with other concerned agencies, and attract the attention of law enforcement agencies to this problem. Best practices need to be extended to all the country’s regions, including those with specific features associated with their territories. 2002-2014 – A regional enterprise under Mr Fakhretdinov’s leadership became one of the leaders in the composite and geosynthetic industry – RUSCOMPOZIT Group of Companies.
2004 – Obtained an MBA at the Academy of National Economy under the Government of the Russian Federation. Mr Fakhretdinov was actively involved in public activities at the time, establishing and managing the industry association Union of Composite Manufacturers, which united the largest enterprises manufacturing materials, raw commodities and products made from composites.
2007 – Member of the Delovaya Rossiya (Business Russia) General Council.
2014 – Elected to the Civic Chamber of the Russian Federation, where he is a member of the Commission on the Matters of Investment Climate. Mr Fakhretdinov is also a member of the Advisory Council under the Government of the Russian Federation, the RF Ministry of Transport’s Coordinating Council for the Development of SME in Transportation, heads a working group on the development and monitoring of the National Entrepreneurial Initiative road map “Expanding the access of small and medium businesses to procurements by infrastructure monopolies and companies with government participation”.
